RCMS® & RC14001


Responsible Care Management System®

Responsible Care Management System (RCMS®) initiative was launched in 1988 by the American Chemistry Council (ACC) and remains largely within the province of the chemical industry. Responsible Care (RC) is based on seven Codes of Management Practice: Pollution Prevention, Distribution, Product Stewardship, Process Safety, Employee Health and Safety, Security, Community Awareness and Emergency Response. While technically classified as a “voluntary” program, the ACC requires certification to a Responsible Care Management System (RCMS) for its member companies. This can be either RCMS® or RC14001.


RC14001 is a Technical Specification that combines ISO 14001 with additional Responsible Care® elements required under the RC14001 scope. The text of ISO 14001 is reproduced in its entirety, and within each section, the additional Responsible Care requirements are included as boxed text. By choosing RC14001, companies can become certified to both systems simultaneously.

Which One is Right for You?

Responsible Care Management System (RCMS®):

  • Includes Responsible Care® requirements only – no ISO 14001 requirements.
  • Focuses on hazards and risks.
  • Requires no periodic surveillance – recertification every three years.
  • Focuses on headquarters site, with incremental inclusion of production sites.
  • May be for valuable for organizations with only domestic manufacturing and supply chain activities.

RC14001 Management System:

  • Includes ISO 14001 and Responsible Care requirements.
  • Focuses on aspects and impacts.
  • Is driven by customer requirement for ISO 14001.
  • Stage I and Stage II registration audit approach and periodic surveillance required.
  • Suitable for any facility.
  • May be more valuable for organizations with foreign manufacturing sites, or as supplier to non-domestic customers, due to international acceptance of 14001.
